The behaviour it addresses is close to universal in wholesale. Inquiries arrive, a salesperson scans them, and the ones with a recognizable company name or a large stated volume get called first. The rest sit. Some get a reply days later. Some never get one, and nobody in the business ever finds out what they were worth.
The published research on this is unusually consistent. Harvard Business Review's work on lead response puts the average business at about 42 hours to first contact, and a reply inside five minutes at roughly 21 times more likely to qualify the lead than a reply at 30 minutes. Separate buying-behaviour research puts 78 percent of buyers transacting with the first company that responds. And most B2B deals need five or more touches before they convert, while most sales teams stop after one or two.
The cherry-picking is rational at the individual level and expensive at the company level, because a first order is a proxy for a reorder relationship that lasts years.
